Role Purpose
The Portfolio Analyst enables high-quality, data-driven oversight of Rotorua Lakes Council’s capital projects. This critical analytical and coordination role supports performance monitoring, reporting, and portfolio optimisation to ensure alignment with Council’s strategic objectives. By identifying trends, risks, and opportunities, the role informs better decision-making and supports continuous improvement across the capital programme. The Portfolio Analyst plays a key role in developing structured reporting, building dashboards, and ensuring visibility of performance across the entire project lifecycle. You’ll also contribute to the maturity of our Project Lifecycle Management (PLM) system and provide coordination support to the wider Capital Delivery team when needed.
Key Responsibilities
- Monitor and evaluate performance across the capital project portfolio using dashboards and structured reporting.
- Identify delivery risks, resource pressures, and optimisation opportunities to support better investment decisions.
- Develop and maintain high-quality reports and visualisations using tools like Power BI, SharePoint, Excel, and the PLM system.
- Track benefits realisation and assess alignment of projects with Council outcomes and strategic priorities.
- Support system configuration, data quality, and continuous improvement of reporting and planning tools.
- Collaborate with Programme Managers, Finance, Project Managers, and Governance teams to ensure cohesive reporting.
- Provide forward-looking insights and contribute to strategic decision-making across the capital programme.
Required:
- Relevant qualification in analytics, business, project management, or a related discipline.
- Proven experience in portfolio, programme, or project analysis in a complex organisational setting.
- Strong proficiency in Power BI, Excel, and SharePoint, with an ability to communicate complex data clearly.
- Demonstrated ability to analyse risk, track project benefits, and monitor performance across cost, time, and scope.
- Experience working with project or portfolio management systems (e.g. PLM platforms).
- Familiarity with local government or public sector processes and governance.
- Understanding of risk frameworks, benefits management, and investment prioritisation.
- Analytical and systems-oriented with strong attention to detail.
- Strong communicator with the ability to engage stakeholders at all levels.
- Adaptable, solutions-focused, and committed to continuous improvement.
- Collaborative and culturally responsive, with a strong understanding of working in a bicultural environment aligned with the Treaty of Waitangi.
