We’re looking for a dynamic and relationship-focused leader to join our team as the Infrastructure Connections Team Leader, reporting to the Development Engineering Manager. In this pivotal role, you’ll oversee the end-to-end management of our 3 Waters and Transport Connections process—ensuring safe, efficient, and future-ready infrastructure connections across our city.
You’ll be the key link between Council teams, developers, builders, and customers—championing collaboration and delivering a seamless experience for all stakeholders. Your mission will be to design, implement, and continuously improve a fit-for-purpose connections process that supports growth while protecting our vital networks.
You’ll also take the lead in managing our Approved 3 Waters Contractor Panel, including onboarding new contractors, monitoring performance, conducting audits, and overseeing renewals—ensuring high standards and accountability across the board.
Some Key Outcomes for this role:
- Develop, implement and manage the connections process to ensure compliance with internal HCC policies and bylaws and associated infrastructure specifications and legislations
- Management and oversight of the vehicle crossing inspections process
- Provide clear and effective leadership to the Connections Team in line with the organisations 'way of working'
- Co-ordinate and schedule works in partnership with internal delivery teams and contractors
- Provide technical advice and support to enhance the delivery of the connections process
- Establish and build strong working relationships with internal stakeholders such as the Building Control, City Transportation, Planning Guidance and City Waters units
Qualifications

- National diploma in Civil Engineering or Bachelor of Engineering Technology or similar preferred
- 10+ years technical experience in related three waters and transportation operations
- Expert knowledge of water, wastewater, stormwater and transport networks
- Experience leading and managing teams
- Experience and knowledge of financial, quality and operational data management
- Understanding of Health and Safety law and practices
- Proven leadership skills demonstrated ability to articulate the corporate vision and take people on a change journey
- Working knowledge of traffic engineering principles and the application of the Regional Infrastructure Technical Specifications
- Proven oral and written reporting and communication skills
- self-motivated with the ability to effectivel manage time and meet multiple deadlines.
