About the Role

We have an opportunity for a National Manager, Screening to join our Intelligence team in a key leadership role in the National Public Health Service (NPHS). Health NZ provides bowel, breast, and cervical cancer health screening programmes across Aotearoa New Zealand, as well as screening programmes during pregnancy and for newborns. These programmes are vital interventions for the identification of cancers and other conditions, so that people can get the information they need to manage these conditions earlier Screening – Health New Zealand | Te Whatu Ora ).

The National Manager, Screening Intelligence is a critical strategic and delivery role, leading the team that is responsible for operational reporting, analytics and predictive insights, as well as working closely with technology services to inform data warehousing and data linkage needs. They work with a range of stakeholders and are accountable for the intelligence that supports the monitoring of the quality of these programmes, and the delivery of the services.

Specifically, this role will:

  • Develop, implement and deliver on the screening reporting and insights strategy, in line with the wider Intelligence Directorate direction, and accounting for stakeholder needs.
  • Lead and manage the team and mahi with the rigour, responsiveness, strategic thinking and enthusiasm required for these critical national programmes.
  • Use innovative and contemporary approaches to leverage off our technology and data infrastructure and apply predictive methodologies to lead decision making.

About the Team/Service/Location

The National Public Health Service (NPHS) within Health New Zealand - Te Whatu Ora, works towards Pae Ora (healthy futures) for all by engaging with the wider determinants that impact people's health, focusing on oranga/wellbeing, prevention, protection, and population-level intervention. We are connected across boundaries to deliver public health services that are nationally planned, regionally delivered and locally tailored.

The Intelligence Directorate is a population and public health operational Intelligence team sitting in the NPHS. It is nationally and regionally networked, and collaborative across organisations and agencies.

About you

As a National Manager you are expected to be a present, visible leader, committed to fostering an in-person (where feasible) environment and culture. You are able to think strategically and be excited to innovate. You will collaborate closely with colleagues across NPHS to plan, develop and deliver high-quality products and services aligned with the strategic aims of the Directorate, and that meet our partners' requirements. You will be comfortable with ambiguous and fast-paced environments and will manage the geographically-dispersed team and the work programmes with rigour, reliability, and enthusiasm. You will also be confident to represent Intelligence at senior leadership forums, including Ministerial, ELT, external stakeholder and NPHS meetings.

  • A relevant tertiary qualification at degree level
  • Needs to draw on extensive specialised work experience leading analysis and intelligence teams typically supported with professional qualifications
  • Desirable to have experience in the health sector, and an understanding of population and public health
  • Proven experience in understanding opportunities from technology and thinking ambitiously and courageously around potential to improve and advance
  • Proven ability to lead large scale, multi programme/project coordination and delivery across diverse functions, at a senior level
  • Previous experience in applying critical thinking, using sound judgment to develop options and knowledge of the machinery of government, and policy development, is preferable
  • Proven experience managing a team in a complex environment with diverse stakeholders, including solid experience in coaching and mentoring
  • Proven experience in planning and executing a strategic plan
  • Proven ability to tailor complex messages to a range of audiences including clinical, government, executive/senior managers and the public
  • Demonstrable implementation/delivery capability
