Health New Zealand | Te Whatu Ora is firmly grounded in the principles of Te Tiriti o Waitangi and is dedicated to serving all New Zealanders. Through integration and collaboration, we're building a health system underpinned by partnership, equity, sustainability, whānau-centred care, and excellence.

About the Role

We're looking for a strategic thinker and skilled communicator to join our Infrastructure and Investment Group (IIG) as a Business Case Lead. In this role, you'll lead the development and assurance of business cases for infrastructure enabled investments across the Te Waipounamu Region.

You'll work closely with regional and national teams to ensure business cases align with governance requirements and national frameworks. From feasibility studies and financial modelling to stakeholder engagement and strategic recommendations, you'll be at the heart of early stage investment planning that supports better health outcomes for our communities.

About the Team

The IIG team is focused on delivering high-impact infrastructure investments that support the transformation of New Zealand's health system. We provide oversight and assurance across projects and programmes, ensuring our health facilities are safe, sustainable, and future-ready.

About You

You're someone who thrives on turning complex information into clear, compelling business cases that drive real world impact. You bring a strong mix of analytical thinking and financial acumen, and you know how to work collaboratively with a wide range of stakeholders.

You've got a solid background in business case development, ideally within infrastructure or public sector environments. You're confident working independently but also know the value of teamwork. You're detail oriented, solutions focused, and committed to continuous improvement.

You'll bring:

  • A bachelor's degree in business, economics, finance, engineering, or a related field.
  • 6 + years of experience in business case development, financial analysis, or a related role - ideally within infrastructure, construction, or public sector environments.
  • A strong background in business analysis, including multi-criteria and cost benefit analysis.
  • Proven ability to develop persuasive, high quality business cases aligned with governance and strategic requirements.
  • Excellent written and verbal communication skills, with the ability to translate complex technical and financial information into clear, accessible documents.
  • Strong financial modelling skills and proficiency with tools like Excel or financial modelling software.
  • An understanding of Te Tiriti o Waitangi and a genuine commitment to equity and partnership in your work.
