About the Role

The Programme Manager (Facilities) is responsible for the leadership and delivery of a portfolio of digital projects within a broader facilities building programme. This role oversees the planning, prioritisation, and execution of initiatives, ensuring delivery teams meet agreed scope, timelines, and outcomes which support and align with the building programmes. With a strong focus on cost efficiency, quality assurance, and optimal performance, the Programme Manager leads programme mobilisation, resourcing, and organisational change management. The role plays a key part in transitioning from legacy systems to modern digital solutions, driving delivery priorities and investment decisions. Collaboration is essential, with close engagement across delivery teams, stakeholders, and leadership within Health New Zealand to ensure successful project outcomes, effective change management, and a culture of continuous improvement and equitable service delivery.

About the Team/Service/ Location

The Programme Manager (Facilities) role sits within Infrastructure Delivery team, part of the Digital Operations function under the wider Digital Services Group. Reporting into the Group Manager Infrastructure Delivery, this team is responsible for driving the delivery of Health NZ's digital infrastructure programmes. The purpose of Infrastructure Delivery is to ensure the successful execution of digital infrastructure programmes that align with strategic blueprints, asset lifecycle management, and standardisation projects. This includes supporting other Digital Delivery programmes by provisioning reliable and consistent digital infrastructure across the organisation. Following the devolution of project delivery functions for digital infrastructure into Digital Operations, the team ensures cohesive and efficient programme delivery aligned with Health NZ's infrastructure modernisation objectives.

About you

You are a seasoned digital leader with a strong technical foundation and a passion for driving system reliability and performance. You bring a strategic mindset, a collaborative approach, and a commitment to equity and innovation in healthcare. As a leader, you inspire cross-functional teams to adopt observability best practices and foster a culture of continuous improvement. You will also have the following skills and experience to support your success in the role:

  • Minimum 5 years managing complex technology programmes, including large-scale implementations or transformations
  • Proven track record of leading cross-functional teams to successful delivery
  • Skilled in developing and executing detailed programme plans
  • Experience managing programme budgets, resources, and risk effectively with demonstrated ability to deliver projects within agreed scope, timelines, and cost constraints
  • Proven capability in managing vendor and service provider relationships
