Regulatory Manager

About the role:

Are you a leader who is passionate about community standards? Ōpōtiki District Council is seeking a Regulatory Manager to join our Strategy and Development Group. You will manage and inspire a team who is passionate about delivering on safety and compliance.

Responsibilities:

This is a fulltime permanent role. The regulatory manager will lead the promotion, maintenance and enforcement of regulatory standards, policy and procedures, and bylaws to ensure a high-quality service delivery and legislative compliance for environmental health, food verification, liquor licensing, bylaws, resource consent monitoring, swimming pools, building WOF, noise control issues, animal control, and the pound.

You will be responsible for:

  • Completing accurate reports of inspections and audits
  • Oversee enforcement of relevant compliance requirements such as, animal control, buildings, parking etc.
  • Mentoring and coaching staff to effectively and appropriately investigate complaints and enforcement tasks as required
  • Ensuring continuous improvement of training and quality assurance
  • Preparing budgets and implementing activities within budget
  • Manage daily workflows for the compliance team
  • Providing leadership to the compliance team and overseeing performance


Ideally you will have:

  • Relevant qualification, preferably in compliance, policy or environmental health sciences
  • Experienced verifier of Food Control Plans and preferably recognised verifier of National Programmes
  • Environmental Health Officer qualification or working towards qualification preferred.
  • A minimum of five years team leadership/management experience
  • The ability to interpret statutes, regulations, council plans, bylaws and policies
  • Working knowledge of relevant local government legislation and environmental legislation
  • High level of computer literacy using Microsoft Office and other systems
  • Good working knowledge of GIS systems, processes and software.
  • Commercial acumen and political awareness
  • An ability to analyse and resolve conflict
  • A current Full Driver’s Licence is essential
