Te Tuapapa Kura Kainga - The Ministry of Housing and Urban Development (HUD) leads Aotearoa - New Zealand's housing and urban development work programme. A key part of our role is to understand what's happening, what the future might hold, and help focus effort across the system to ensure the right settings, tools and funding are in place and drive action through collaboration and partnership.

The role is part of the Portfolio Investment team and National Settings branch, as part of the Ministry's Delivery Group.
The team's purpose is to steward government investment in housing by developing and maintain sound investment practices and frameworks, monitoring and providing insights on investment progress and the impact of investment and to support others to undertake their roles in the housing investment system.
As Senior Advisor, Investment, you will support the Manager, Portfolio Investment and team to:
- Undertake ongoing development and maintenance of investment strategy and investment decision making and monitoring processes
- Lead coordination of investment processes to make investments in line with the Government's agreed investment strategy - including secretariat functions for key governance bodies
- Maintain an overview of all housing investment and use available reporting to provide insights on investment progress and health of the investment system
- Liaise with our finance and delivery teams to understand and raise risks to delivery and spending in line with appropriated funds
- Clearly articulate government investment goals, and advocate for a strong focus on value for money, to input into the development of commercial models and settings
The team isn't focused on specific projects, but will lead change in systems and frameworks to achieve better outcomes from government investment in housing and support other teams to apply these frameworks. The team may from time to time be involved in complex, high risk and/or high value projects to provide technical, specialist advice and assurance.
The salary range for this role is $105,780 to $129,286 + 3% KiwiSaver contribution.

We are looking for a system thinker - someone who is able to understand, and interested in learning about, how different parts of the housing investment system work together, including dependencies with policy, finance and other settings.
Ideally your skills and experience will include
- A background in policy, public finance and machinery of government
- Strong organisational skills
- Experience in providing advice on investment proposals, including financial analysis
- Excellent communication skills, including an ability to build and maintain relationships with external and internal stakeholders
- Experience and strong track record in writing high quality and easy to understand advice for senior leaders and Ministers
- A practical and solutions focussed approach
