This is a permanent position.


As a Senior Analyst, Forecasting and Modelling, you will play a critical role in delivering high-quality analysis, modelling, and forecasting that inform funding, policy, and investment decisions across the education system. You’ll work with complex datasets and apply advanced analytical techniques to develop and maintain forecasting models for early learning and schooling expenditure.


The role involves understanding the drivers of education expenditure, including demographic, economic, and policy factors, and translating these into accurate and meaningful forecasts. You’ll provide insights that help senior leaders and decision-makers understand the implications of different scenarios and policy settings.


You’ll work closely with colleagues across the Ministry and other agencies to share data, improve insights, and strengthen evidence-based decision-making. You’ll also contribute to continuous improvement by enhancing forecasting processes, tools, and quality assurance practices. This is an opportunity to influence major decisions that shape the future of education in Aotearoa, while working in a supportive and technically strong team.


Salary range: $99,496 - $120,690 per annum + 3% kiwi saver. The successful candidate will be appointed at a salary which reflects individual skills and experience.

We’re looking for someone who combines strong technical skills with the ability to communicate insights clearly and work collaboratively. To be successful in this role, you’ll enjoy working with complex data, applying analytical techniques, and contributing to evidence-based decision-making.


You will also offer:


  • Proven experience in financial or statistical modelling and forecasting, ideally in a complex environment
  • Strong analytical skills and the ability to interpret and explain complex data
  • Experience working with large datasets using tools such as R, SQL, or SAS
  • Clear communication skills, including the ability to explain technical concepts to non-technical audiences
  • A collaborative approach and the ability to build strong working relationships
  • A relevant tertiary qualification in a quantitative discipline (e.g., economics, statistics, mathematics, or data science)
  • The ability and willingness to adhere to the Public Service Standards of Integrity and Conduct.

About our group and team | Mātau rōpū ake


The Forecasting and Modelling team sits within the Ministry of Education’s Data and Insights group. We are responsible for major forecasts across the education system - including those related to early learning, teacher salaries, school operational funding, and education workforce planning.


Our work supports strategic planning, operational delivery, and Budget decisions. In addition to our core forecasting responsibilities, we provide analysis across the Ministry and support teams with their modelling and analytical work, helping to ensure decisions are informed by strong evidence and insight.


We’re focused on continuous improvement: enhancing forecasting tools, strengthening quality assurance, and finding innovative ways to use data to support better outcomes for learners across Aotearoa.
