Napier City Council is seeking a dynamic and experienced leader to oversee our Parking and Napier Assist/Āwhina Tāngata services. This role is pivotal in ensuring the safety, accessibility, and vibrancy of Napier's urban areas through effective parking management and community engagement.
As the Team Leader, you will guide a dedicated team responsible for enforcing parking regulations, managing CCTV infrastructure, and providing on-the-ground support to residents and visitors. Your leadership will be instrumental in fostering a cohesive team culture, driving continuous improvement, and building strong relationships with internal and external stakeholders.
This position will be part of the Strategy & Urban Development Directorate (Urban), which leads future planning, policy development, and compliance to promote sustainable growth and enhance community well-being. The directorate supports businesses and developers through regulatory service excellence. It oversees projects to ensure efficient resource utilisation and the delivery of tangible community benefits.

Te Āheinga - The Opportunity
- Lead and develop the Parking and Napier Assist/Āwhina Tāngata teams, fostering a collaborative and high-performance culture.
- Oversee the implementation of parking policies and regulations, ensuring compliance and effective enforcement.
- Manage the operation and maintenance of CCTV infrastructure to enhance public safety.
- Build and maintain strong relationships with internal teams, external agencies, and the community.
- Drive continuous improvement initiatives to enhance service delivery and community satisfaction.
He kōrero mōhou - About You
- Tertiary qualification in regulation, compliance, public service, administration, or equivalent experience.
- 5–7 years' experience in operational service delivery, ideally in a government or regulatory field.
- Strong financial and contract management skills, including budgeting and performance monitoring.
- Proven leadership in developing high-performing, multidisciplinary teams.
- Excellent communication and decision-making skills, with a proactive, solutions-focused approach.

This is a permanent, full time opportunity working 40 hours per week Monday-Friday. You’ll be based in Napier’s CBD.
Annual remuneration for this role will be between $105,700- $124,300 (including KiwiSaver), with the final package depending on your skills and experience.
