About the Role

As the Business Case lead, youll be at the front end of the investment lifecycle, where ideas are first formed and translated into actionable briefs. You'll be responsible for producing a high volume of investment briefs that enable project teams to secure seed funding and begin scoping and feasibility work. These briefs are not just administrative, they are strategic tools that guide teams on what needs to be done, why it matters, and how to approach it.

You'll work closely with stakeholders across clinical, operational, and infrastructure to understand service needs and facility requirements, especially in environments that operate 24/7. Your work will help ensure that investment proposals are grounded in real world operational context and aligned with national governance and funding frameworks. As this is a newly created role, you'll also have the opportunity to shape its direction, build processes, and influence how early stage investment planning is done across the region.

About the Team/Service/ Location

The IIG team are focused on delivering high-impact infrastructure investments that support the transformation of New Zealand's health system. Giving support, oversight and assurance across projects and programmes, they understand that safe, fit for purpose health facilities, sites and equipment are essential for a well-functioning health system that improves the health of all New Zealanders.


Serving over 1 million people, a fifth of New Zealand's population, and stretching across the middle of the North Island from the east to the west coasts, Te Manawa Taki means ‘the heartbeat'. The name reflects the geographical position of the region which includes five districts – Taranaki, Waikato, Lakes, Bay of Plenty and Tairāwhiti. Across the five districts, IIG manages infrastructure spanning 14 sites and more than 100 buildings.

You enjoy engaging with a wide range of stakeholders and can quickly build rapport to gather the insights you need. You're not afraid to ask the right questions and you're resilient in the face of shifting priorities and ambiguity. Most importantly, you're excited by the opportunity to have a real impact on how health infrastructure is planned and delivered across your local communites.

What You'll Bring

  • Proven experience in business case development, ideally within infrastructure or public sector environments.
  • Strong understanding of feasibility studies, cost benefit analysis, and multi-criteria analysis.
  • Excellent written communication skills, with the ability to produce clear, persuasive documentation.
  • Ability to work independently and manage a high volume of briefs with competing deadlines.
  • Experience engaging with diverse stakeholders and translating operational needs into strategic investment proposals.
  • Resilience and flexibility in navigating shifting priorities and complex stakeholder environments.
  • A self-starter mindset with a passion for continuous improvement and shaping new ways of working.
  • Familiarity with Treasury Better Business Case frameworks and public sector investment processes.
  • Experience in health construction or infrastructure projects in New Zealand.
  • Experience working in multicultural and diverse environments, with a strong understanding of Te Tiriti o Waitangi and Pae Ora (Healthy Futures) Act 2022
