Are you passionate about data-driven decision-making and continuous improvement in public services? Marlborough District Council is seeking an experienced Monitoring and Performance Manager to lead the development and implementation of Council-wide performance monitoring, evaluation, and reporting systems.
In this pivotal role, you will ensure Council services are delivered efficiently, transparently, and in alignment with our Long-Term Plan (LTP), Annual Plan, and strategic goals. You’ll be instrumental in fostering a culture of evidence-based decision-making and continuous improvement across the organisation.
Key Responsibilities:
- Design and manage performance monitoring frameworks that meet legislative requirements and community expectations.
- Develop outcome measures and key performance indicators (KPIs) for Council’s strategic initiatives.
- Evaluate Council programmes and services for effectiveness, efficiency, and community impact,
- Oversee the publication and communication of key performance data.
- Integrate performance insights into strategic planning, policy development, and service reviews.
- Lead data governance initiatives to ensure data integrity and reporting excellence.
- Build organisational capability in monitoring, evaluation, and performance management.
- Collaborate with internal teams, elected members, auditors, and key stakeholders.
- Drive continuous improvement initiatives based on performance insights and stakeholder feedback.

Ko ngā wheako ōu | About you
You’ll bring elevated critical thinking and strong analytical acumen, with the ability to operate effectively at both strategic and operational levels. While ideally having strong communication skills, and a passion for continuous improvement.
In addition, you’ll have:
- Bachelor’s degree in public policy, business administration, data analytics, or a related discipline..
- At least 5-6 years’ experience in performance management, monitoring and evaluation, or strategic planning.
- Excellent problem-solving skills and the ability to interpret and present complex data.
- Experience with designing and implementing organisational performance frameworks.
- Ability to manage cross-functional initiatives and positively influence organisational change.
Ideally you will also have local government experience or understanding, but this is not essential.
