As part of these changes, we’re introducing a new Procurement Lead role — a pivotal position that will centralise our procurement expertise within the Enterprise Portfolio Management Office (EPMO). This is a chance to bring together people, processes, and strategy to create a best-practice function that delivers real value to the organisation and the community we serve.
This is not a role where you’ll simply maintain the status quo. We’re looking for someone who can take ownership, lead a skilled team, and champion innovation in procurement — strengthening governance, improving efficiency, and driving strategic, cost-effective outcomes across both projects and business-as-usual activities. Equally important will be your ability to foster strong, strategic relationships across the organisation — taking people on the journey, understanding their needs, and working alongside them to find pragmatic, value-driven solutions. This role is about striking the right balance between ensuring sound commercial practice and enabling teams to deliver successfully — positioning procurement as a trusted partner and key enabler of great outcomes for Napier.
Te Āheinga - The Opportunity
- Lead and grow a team of procurement business partners, centralising expertise to deliver smarter, more consistent procurement services.
- Develop and embed best-practice procurement processes that are cost-effective, compliant, and strategically aligned.
- Collaborate closely with Portfolio Leads, Project Managers, and stakeholders across the organisation to deliver high-value outcomes.
- Drive continuous improvement initiatives, introducing innovative approaches to streamline processes and improve commercial results.
- Play a key role in shaping the culture and capability of a new, future-focused function within the EPMO.
He kōrero mōhou - About You
- Tertiary qualification in Procurement, Business, Law, or a related field.
- Experienced procurement professional with 8+ years in leadership roles across complex portfolios.
- Skilled in end-to-end procurement, contract management, and process improvement.
- Known for your collaborative, business-partnering approach and ability to build strong, trusted relationships.
- Adept at managing risk, ensuring compliance, and delivering value-for-money outcomes.
- Confident in navigating NZS3910 and other standard contract suites, with the ability to draft, interpret, and apply special conditions.
- A people-focused leader who empowers, coaches, and inspires your team to achieve their best.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.
The annual salary package for this role is between $120,700-$142,000 (including KiwiSaver), with the final offer depending on your skills and experience.
