Reporting to the Manager Planning & Delivery - Transport, you'll work closely with passionate colleagues and stakeholders across Council and the community to ensure safe, effective, and sustainable transport outcomes.
About the role | Ko te mahi nei
As Programme Manager - Transport, you'll lead the planning and delivery of a programme of capital transport projects. You'll drive performance across multiple projects, ensure alignment with Council's strategic goals, and maximise external funding opportunities including NZTA subsidies.
Key responsibilities include:
- Delivering best-practice programme and project management
- Providing direction and guidance to project managers
- Ensuring high-quality stakeholder engagement
- Managing reporting and communications to senior leadership and elected members
- Overseeing risk, interdependencies, and continuous improvement in service delivery
You'll be the glue that holds complex programmes together—tracking benefits, solving problems early, and enabling successful outcomes for the people of Christchurch.
About you | Ko Koe Tēnei
We're looking for an experienced and strategic programme manager who brings:
- At least 10 years in a leadership or programme management role
- Strong commercial and financial management skills
- Proven ability to engage, motivate, and lead cross-functional teams
- A customer-focused mindset with excellent communication skills
- Tertiary qualifications in project/programme management or engineering
- A collaborative, improvement-oriented approach
You'll thrive in a fast-moving environment and bring both a big-picture perspective and a sharp eye for operational detail.

Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices
Salary - Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
