Te Tari Pūreke is Aotearoa New Zealand’s Firearms Regulator. Our Vision is to ensure the possession and use of firearms in Aotearoa is the safest in the world.
To achieve this, Te Tari Pūreke delivers four core functions: effectively implementing the firearms licensing systems; managing the Firearms Registry; educating people to enable compliance with their legislative responsibilities; and promoting the safe possession and use of legitimate firearms.

About the Arms Transformation Programme
The ATP plays an important role in transforming the way firearms and licence holders are regulated in NZ. We started the programme following the 15 March 2019 Christchurch Masjidain attack that tragically killed 51 people in NZ.
Since then, we’ve been setting ourselves up for success to achieve our vision - that the possession and use of firearms in Aotearoa is the safest in the world.
As we look ahead to new challenges based around the emerging priorities from government and expectations from our investors (senior leaders and Ministers) we are resetting the team for future delivery.
About the role
The Senior Programme Manager (ATP) leads the delivery of multiple complex technology and business change projects within an agreed programme of work.
As a senior member of the Arms Transformation Programme leadership team you for planning, monitoring, advising, and resourcing all aspects of the programme, particularly around the successful delivery of technology-based transformation.
You will be responsible for reporting and advising ATP governance groups and providing assurance/s to the Senior Responsible Owner that projects and initiatives are scoped, designed, and being implemented making best use of resources (internally and externally) so benefits are realised from the transformation investment.
This senior role needs to be able to lead a sizable team of resources when in delivery mode - at times this may be up to 80 people across multiple disciplines in a matrix management model.
Critical to this role is effective leadership. We want someone who can think strategically, provide clear direction and who can get the most out of the team, so everyone has the support, skills and tools and confidence to do their best work, every day.
Key Deliverables:
Be accountable for the successful delivery of the ATP technical and business transformation that has an operating and capital budget of $10-15 million per annum.
Lead key objective setting and scope of the programme of work in consultation with the Director – Business Transformation.
Ensure the programme of work is aligned to the strategic direction of Firearms Safety Authority and together with members of the Arms Transformation leadership team, ensure a logical, practical, and achievable sequence of change.
Provide strategic guidance and advice to the Senior Responsible Owner, Business Owners, and Governance Groups to translate Te Tari Pūreke strategies into the delivery of identified projects.
Lead the delivery of the programmes and projects with a focus on lifting programme and project delivery performance through strengthened management and delivery practices.
Liaise closely with the Business Integration Manager (or key business owners) to agree business readiness and timing for implementation of projects and/or (together) influence how/when the business is ready to adapt/adopt changes.
Support the Director – Business Transformation in estimating and planning the resources, time and costs associated with delivery of the workstream objectives and scope.
Identify and manage inter-programme and project dependencies.
Provide day-to-day leadership and management of the programme - planning, managing, and monitoring delivery within programme objectives and scope. Act as Director – Business Transformation as needed.
Special requirements
Significant senior experience working in a transformational programme environment (or equivalent).
A track record in working in a collective, collaborative leadership team and an ability to influence at all levels, including very senior leaders.
An ability to strategically lead, inspire and influence organisational transformation and change initiatives.
Advanced understanding of enterprise transformation and change methodologies with a blend of technical, leadership and soft skills that can drive change, especially during times of high ambiguity.
Demonstrated political acumen and savviness to support robust decision-making.
This role is set at Senior Leader/Manager level which means your key purpose is “to lead the strategy, Our Business, and enable our people to deliver it”.

This position is covered by a collective agreement and salary will commence at $168,527.00 dependent on skills and experience relevant to the role
