The role | Te tunga

We are looking for 1x Senior Design Analyst and 2x Design Analysts. Role specifications for both are described in the bullet point lists below. These 3 new permanent analytical staff will be working on an exciting and transformative place-based statistical initiative, the Places Index Project, which will support the future of census and other critical Stats NZ products.

The Places Index Project is part of the wider Integrated Statistical Data System (ISDS/Register-based Statistical System) Programme. The ISDS is a statistical system comprising of three statistical domains: Economic, Social, and Environment. This has linked data on businesses, people, and places. The ISDS will form a foundational set of data assets for delivering and modernising Stats NZ's statistical data and information production.

The Places Index Project has been set up to build a register of dwellings in New Zealand that is derived solely from administrative and other data. The project is a key contributor to the delivery of the next Census because it will enable a more admin-based approach and will eventually form the basis for statistics about the places people live and work in New Zealand. Places Index is complex and is developing innovative methods to build a solution that can fulfil the vision of an integrated, admin-centric model. The project is moving into a new phase, and this is an exciting time to invite enthusiastic and innovative thinkers and doers into the team. This Project presents an opportunity to share, learn and grow your skills in cloud-based tooling as we are developing one of Stats NZ's first products to be delivered in Databricks.

We are looking for analysts with a strong interest and passion for location data and how it hangs together, people who are passionate and curious, practical and pragmatic and like to get stuff done right. You must a have a proven track record of delivery, experience working as part of a high pressure and cadence project would be beneficial.

For the Senior Design Analyst, the ability to confidently promote your work, embed coherent methods and standards within the Places Index, and support more junior analysts will be critical to role.

All roles will also work closely with other teams, such as the other ISDS domains (Social, Economic and Integration), Technology Services, and our Methods & Design area.

These roles would suit someone with:

  • A tertiary qualification in a related field (like Data Science, Computer Science, Statistics, Geospatial techniques) and relevant experience in a similar role.
  • Ability to apply conceptual and creative thinking skills in order to design the methods and/or standards at all stages of the statistics / data lifecycle.
  • Examples of technical leadership, eg leading a technical project or piece of work, and providing support to others
  • Curiosity, strong data analysis and conceptual thinking skills, and a natural ability to problem solve
  • Experience and strong capability performing data analysis (particularly R and Python, but also others such SAS or equivalent).
  • Experience in working to tight deadlines, good time management skills, and ability to adapt and respond to new information.
  • Great team-working skills, personal resilience and the confidence to create strong working relationships, along with demonstrated customer centricity.
  • Excellent written and verbal communication skills that can explain complex concepts in plain English.

Specifically for the Senior Design Analyst:

  • Ability to prepare and present technical concepts, designs and delivery to a wide range of audiences - such as internal analysts, senior management, and at conferences.
  • Ability to take new methods, strategic directions and develop outlines of issues that need to be clarified before implementation.
  • Advance ability to write a range of technical and research documents.
  • Information and data governance
  • Familiarity or commitment to developing understanding of Te Tiriti, Tikanga, Te Reo, Te Ao M ori
  • Demonstrated advocacy for, or support of, diversity and inclusion.
