The Opportunity | Ara Whiwhi Mahi
As a Domain Lead, you will provide strategic leadership across Inland Revenue by enabling and empowering multi-disciplinary technical teams and specialists to deliver enterprise outcomes.
You’ll work closely with other Domain Leads, Initiative Leads, and Service Owners to shape and support enterprise initiatives. By drawing on insights into customer behaviour and compliance patterns, you’ll help design targeted interventions that drive positive behaviour change and improve compliance outcomes across the system.

To thrive in this role, you will bring a blend of strategic leadership, technical insight, and enterprise delivery experience. You will also be able to clearly link the work your team does to IR’s current near term priorities and longer term strategy.
You are a leader who operates at scale—guiding networked teams of technical experts and people leaders to deliver impactful outcomes across the organisation.
You will ideally demonstrate:
- A track record of leading through others. Empowering people leaders and expert teams to deliver enterprise-wide initiatives.
- Ability to collaborate effectively across senior leadership, building trusted relationships that drive collective success.
- Strategic decision-making grounded in technical understanding and enabling technical experts in operational execution.
- Experience aligning complex work programmes with enterprise priorities, ensuring delivery remains focused and impactful.
- Proficiency in applying behavioural insights to influence customer behaviour and achieve strategic outcomes.
- A strong grasp of business planning, risk management, and change leadership in dynamic environments.
- The ability to use evaluation and performance data to inform future direction and continuously improve.
- Thought leadership and influence to represent Customer Intervention across the organisation and beyond.
- Sound judgement and agility in navigating complexity and making decisions in a fast-paced environment.
About us | Mō mātou
The Customer Interventions team is an enterprise-wide function that leads, designs and coordinates targeted and focussed interventions with the aim of improving overall customer compliance and reducing debt. In order to do this, the team uses research and previous knowledge to ensure interventions are customer focussed and have a measurable impact. This includes the process of identifying, planning, designing, evaluating, and refining compliance focussed interventions.
Interventions can range from longer term policy change to targeted communications to individual or small groups of customers. The team works collaboratively across IR, taking a collective approach to delivering impactful, system-wide outcomes.
This Domain Lead will need to be experienced in leading cross functional teams of experts to deliver tangible outcomes aligned with IR’s current priorities.
