Rotorua Lakes Council is seeking a Finance Analyst to play a pivotal role in shaping the future of water services under the Government’s Local Water Done Well framework. This part-time, fixed-term position (20 hours per week) offers a unique opportunity to contribute to major sector reform while working flexibly within a collaborative environment.
Under Local Water Done Well, councils are required to financially ring-fence water services from other council activities, supported by dedicated annual plans and annual reports.
In this role you will lead the implementation of new financial accounting and reporting requirements, ensuring compliance with legislation and regulations. You will also provide strategic financial insight and analysis across wastewater, stormwater, and water supply, supporting both day-to-day decision-making and longer-term transition planning. The position works within the finance business partner team and in close partnership with the Local Water Done Well Programme Manager, while also engaging with senior leaders, elected members, iwi partners, auditors, and regulators.
To be successful you will bring a tertiary qualification in finance, accounting, or a related field, together with proven experience in public sector financial accounting. Strong knowledge of infrastructure funding, asset management, and regulatory compliance will be important, and experience in organisational transition or structural reform will be an advantage. You will be a strategic thinker with excellent analytical skills, high levels of integrity and professionalism, and the ability to clearly communicate complex financial information to a wide range of stakeholders.
This is a rare opportunity to be at the forefront of reform in water services, applying your financial expertise to strengthen accountability, support collaboration, and help shape future service delivery models for Rotorua.
