Hastings District Council is looking for a forward-thinking and people-focused leader to join our Infrastructure Group as the Programme Delivery Manager – Growth.
This is a unique opportunity to drive vital projects that deliver infrastructure outcomes that will enable growth while safeguarding our networks through resilience, capacity and best practice asset management decisions. This is a role that will make a real difference for the people of Heretaunga.
The Programme Delivery Manager – Growth is a leadership role within the Infrastructure Group, responsible for successfully delivering specific programmes and projects within Hastings District Council’s capital works growth programme. The role will work closely with the Director – Growth & Development and wider Growth & Development team, and other members of this team to ensure Council is able to effectively deliver timely infrastructure that align with and give effect to growth and spatial strategies, plans and structure plans.
The purpose of this position is to ensure that infrastructure capital works programmes are delivered that enable growth, and build resilient infrastructure. Infrastructure is not just about service delivery, it’s also about economic prosperity. A robust infrastructure base accommodates urban growth, creating jobs, attracting investment, and supporting population growth.

To be successful in this role you will have:
- Bachelor’s degree in Civil Engineering, Project Management, Construction Management or related discipline (Master’s preferred) with 10 years experience.
- Membership to Engineering NZ, WaterNZ, or Society of Construction Contract Practitioners (SCCP)
- PMP or similar certification
- Highly collaborative, with great communication skills to bring stakeholders together to achieve outcomes.
- A thorough understanding of NZ3910:2013 in the use of delivering construction contracts within a local government environment.
- Local Government Experience would be advantageous alongside knowledge of the local infrastructure market
- An In-depth understanding of site health and safety management practices and legislation
- Effective management and reporting skills, particularly in the areas of: scope, time, quality issues and risks
- Demonstrated leadership of people and projects, particularly within multidisciplinary or cross-functional teams.
- Exceptional communication and analytical skills.
- A passion for continuous improvement, service excellence, and the wellbeing of our district.
