Mo tēnei tūranga mahi | About the role

Join our vibrant Council Operations Department, where we deliver critical support functions and essential services across Council. As Governance Manager you will manage Council and Elected members support, including minutes and agendas. Oversee ELT & SLT meetings, handle Alcohol Licensing, provide advice on Council Bylaws, promote community participation, assist with elections, and ensure compliance with legislative requirements.


Key Responsibilities include:

  • Convene and manage committee meetings ensuring accurate and timely records.
  • Attend and manage Council, ELT & SLT meetings, minutes, and agendas.
  • Handle Alcohol Licensing activities and act as Secretary for the District Licensing Committee (DLC).
  • Provide advice on Council Bylaws and local democracy.
  • Assist the Electoral Officer with Triennial Elections and By-Elections.
  • Lead and manage governance and democracy services, ensuring quality and efficiency.
  • Maintain compliance with relevant legislative requirements.

Your background will include people management and governance administration, ideally within a local government setting, with a deep understanding of relevant legislation. You will be a skilled communicator with an ability to foster relationships in fast changing environments.


This role requires someone with:

  • A Bachelor’s Degree in Public Policy, Law, or related discipline.
  • Minimum of 5 years’ relevant experience with proven leadership skills.
  • Excellent facilitation, communication, secretarial, and computer skills.
  • Strong decision-making and research abilities.
  • Understanding of local/central government administrative processes and political knowledge.
