About the Role

We're looking for a proactive and experienced Strategic Advisor to join our Strategy & Policy team at Hutt City Council. In this high-impact role, you'll lead cross-organisational initiatives that align with Council's strategic direction and deliver real outcomes for our community.

Reporting to the Head of Strategy and Policy, this pivotal role transforms strategy into results — supporting teams across Council to plan, deliver and evaluate strategic projects like the new City Strategy, which will guide future investment in the city.

You'll also play a key role in fostering a culture of continuous improvement and evidence-informed decision-making.

You will:

  • Lead and deliver complex strategic initiatives aligned with Council's vision and priorities
  • Apply project management and evaluation frameworks to ensure delivery to time, scope and budget
  • Communicate strategic advice effectively across diverse audiences, including elected members and the public
  • Collaborate across departments to ensure integration of planning and operations
  • Engage with key external stakeholders including mana whenua, central government and community groups
  • Support the capability and development of others across the organisation through knowledge sharing
  • Use evaluation insights to inform decision-making and future strategy

About You

You'll be someone with excellent analytical thinking, communication skills and a passion for working collaboratively to create positive change. You're confident navigating complexity, managing multiple priorities, and building strong relationships at all levels.

To thrive in this role, you will bring:

  • Demonstrated experience delivering strategic initiatives in a complex, multi-stakeholder environment
  • Proven ability to develop and apply monitoring and evaluation frameworks
  • Strong communication skills — both written and verbal — with the ability to tailor messages to different audiences
  • Experience delivering projects within defined timeframes and budgets
  • Ability to influence and collaborate across a wide range of stakeholders
  • Knowledge of the policy development process
  • Working knowledge of local government and relevant legislation
  • A tertiary qualification in strategy, public policy, planning, business or a related field
