Toi Moana Bay of Plenty Regional Council is looking for a proactive and detail-focused Transport Advisor to join our high-performing Transport team. This exciting new role blends financial oversight, contract management, and operational delivery to ensure our public transport services are efficient, effective, and future-ready. Make it your own!
You’ll play a key role in supporting the delivery of public transport operations by:
Leading financial and contract oversight for the Transport Delivery team
- Manage operator contracts, process invoices, and ensure accurate forecasting and spend tracking
- Contribute to keeping our financial systems (including TechOne) running smoothly, with strong documentation and audit compliance
- Monitor annual agreements and provide transparent, evidence-based financial insights
Delivering operational and analytical support
- Translate policy into real-world transport initiatives and programmes
- Provide advice on budgets, forecasts, and financial support
- Use your analytical expertise to identify opportunities and support smarter decision-making
Strengthening partnerships
- Build trusted relationships with operators, internal teams, government partners, and sector groups
- Represent Council in forums and collaborative initiatives
- Ensure we work together to deliver safe, reliable, and cost-effective public transport
Ō pūmanawa | Your skills and experience
Your expertise in commercial and financial acumen will be crucial as you navigate the intricacies of our contracts, ensuring compliance and forging strong partnerships with our contractors.
We’re looking for someone who combines sharp financial acumen with the ability to influence, problem-solve, and collaborate. Ideally, you’ll have:
- A degree in transport planning, business administration, finance, or a related field
- 5+ years’ experience in contract or financial management, ideally in transport or the public sector
- Strong commercial and analytical skills, including advanced Excel and financial systems expertise (e.g. TechOne)
- Experience in project management and contract negotiation
- Excellent communication and relationship-building skills across diverse stakeholders
- A practical understanding of policy implementation, and an appreciation of Te Tiriti o Waitangi principles
