About the Role
The Product Owner – Regulatory, Corporate & Sector Services is responsible for the development, and ongoing evolution of allocated digital products. Operating at a delivery level, the role ensures products align with organisational goals and continue to deliver value over time. Working closely with business stakeholders, engineering teams, and wider leadership, the Product Owner supports effective planning, prioritisation, and continuous improvement. The role plays a key part in ensuring products are well-governed, strategically aligned, and positioned for re-use and long-term success.
About the Team/Service/ Location
The Product Owner - Regulatory, Corporate & Sector Services sits within the Digital Applications & Products function under the wider Digital Services group. Reporting into the Portfolio Group Manager - Regulatory, Corporate & Sector Services, this team is focused on supporting digital products supporting Ministry of Health Regulatory functions, Health New Zealand Corporate functions (HR, Finance, Payroll, Recruitment, Clinical Quality and Safety, Risk Management, Training and Learning and Development) and applications supporting Health Sector Agreements management and Subsidy Payments.
About you
As an experienced product owner , you'll bring strong analytical skills and a focus on delivering value in complex environments. You collaborate well with stakeholders and technical teams, and drive continuous improvement. Experience in the corporate applications or regulatory sector would be an advantage, but not essential. You will also have the following skills and experience to support your success in the role:
- 5+ years of experience in product ownership or a related field.
- Proven track record of successfully delivering complex software products to market.
- Skilled in engaging with stakeholders, understanding their needs, and balancing conflicting priorities.
- Deep empathy for users, with a focus on solving real problems and delivering meaningful experiences.
- Expertise in creating, refining, and prioritizing the product backlog to ensure the team is always working on the most valuable items.
- Decisive and confident in recommending trade-offs to stakeholders, especially when balancing scope, time, and resources.
- Clear and effective communicator, able to articulate requirements, goals, and feedback to both technical and non-technical audiences.
- Strong understanding of Agile principles and Scrum practices, including ceremonies, roles, and artifacts.
- Ability to interpret data, metrics, and user feedback to inform product decisions and measure success.
- Ability to understands the technical landscape enough to collaborate effectively with the development team.
