The Electoral Commission is preparing for the 2026 General Election and beyond, and we are looking for an experienced and visionary Director Enrolment to lead the development and delivery of our national enrolment strategies. This role has a critical impact on how New Zealanders engage with their democratic rights, ensuring our processes are future-focused, digitally enabled, and responsive to the needs of our communities.
As a key member of the leadership team, you will set the strategic direction for enrolment services across the country. You will lead a programme of continuous improvement, embed innovative technology enabled solutions and streamline processes that make it easier for every eligible voter to enrol and participate. With a strong regulatory focus, you'll ensure our enrolment systems meet legislative requirements while achieving operational excellence.

This is an 18-month fixed term role the salary is $200-$222k
As Director Enrolment, you will:
- Lead the design, implementation, and continuous improvement of national enrolment strategies and initiatives.
- Provide operational leadership to ensure enrolment processes are efficient, compliant, and future-ready.
- Drive digital enabled transformation to modernise enrolment systems and deliver an exceptional experience for voters.
- Ensure robust compliance with legislative and regulatory frameworks while maintaining the highest standards of data integrity.
- Build and nurture a high-performing culture within the enrolment team, supporting capability uplift and professional growth.
- Foster strong relationships with internal teams, external stakeholders, and communities, with a particular focus on supporting M ori participation and communities with historically lower engagement.
- Act as a trusted advisor to senior leaders and the Board on enrolment-related priorities, opportunities, and risks.

You are a strategic leader with a national perspective who can balance operational excellence with innovation. To succeed in this role, you will bring:
- Proven experience in a senior leadership role within a regulatory, operational, or public sector environment.
- A strong background in leading large-scale operational programmes and complex service delivery.
- Demonstrated success driving digital transformation and embedding continuous improvement.
- A sound understanding of legislative frameworks, compliance obligations, risk management and assurance.
- Exceptional leadership skills with the ability to build capability, foster collaboration, and shape a positive and high-performing culture.
- Strong stakeholder management skills and the ability to navigate relationships across government, communities, and partner organisations.
- An understanding of Te Tiriti o Waitangi and a commitment to improving M ori participation in the electoral system.
