We are looking for a Technical Specialist Level 3 – Mergers & Acquisitions to play a key role in Inland Revenue’s Compliance Work Programme. This role is central to ensuring the integrity of New Zealand’s tax system by addressing complex commercial arrangements and supporting compliance in high-risk areas. You’ll contribute to strategic initiatives that influence policy, improve customer outcomes, and strengthen our response to evolving international tax challenges.

The Technical Specialist Network provides technical and commercial advice and support to Customer Compliance Services and the rest of IR. We provide coaching and mentoring, and we work with other areas to improve customer experience and long-term compliance.

Technical Specialists provide end-to-end technical and commercial support and advice services to improve customer experience and long-term compliance, and champion IR’s customer- centric and intelligence-led culture.
The key outcomes for a Technical Specialist (L3) are:
- Taking a system-wide view, collaborate across IR to identify development.opportunities and build individual and organisational capability.
- Make complex technical decisions that have strategic significance to support the right outcomes for customers, IR and the government.
- Interpret IR’s technical position on emerging issues and trends to support the right outcomes for customers, IR and the government.
- Identify strategic compliance risks and contribute to the development of policies and strategies to protect the national tax base.
- Represent IR and the Commissioner at national and international level as a recognised subject matter expert to enhance the national and international tax system.
Mōu| About you
To succeed in this position, you will
- Have experience implementing and reviewing cross-border and domestic commercial transactions, including M&A activity, capital and organisational restructuring, and shareholder repatriation.
- Possess strong international tax expertise, particularly in applying New Zealand's double tax treaties, withholding tax rules, controlled foreign company and foreign investment fund rules.
- Demonstrate strong understanding of the OECD's Base Erosion & Profit Shifting project and its application to New Zealand, including the application of interest limitation, hybrid mismatch, and the Global Anti-Base Erosion (GloBE) rules.
- Have experience identifying tax policy issues and designing and implementing effective legislative and non-legislative solutions.
- Possess highly developed interpersonal skills and ability to engage with diverse customers at any level.
- Demonstrate the ability to translate insights about customer behaviours and compliance lifecycles into informed policy, service, and product improvements.
- Commission and apply the results of rigorous analysis to support complex and strategic decision-making.
- Proactively manage and mitigate risks while identifying and leveraging opportunities at a strategic or cross-government level.
- Effectively manage relationships with external third parties, including partner agencies, while delivering excellent service.
