The Urban Development Manager will play a pivotal role in shaping Napier’s urban future by leading a multidisciplinary team to deliver high-quality and championing sustainable development outcomes.
This is a chance to integrate infrastructure planning, resource consenting, and urban design, while building strong relationships with developers, iwi/Māori, government agencies, and the wider community. You’ll influence strategic planning, champion people-focused urban design, and enable growth in ways that are safe, sustainable, resilient and reflective of Napier’s character.
This position will be part of the Strategy & Urban Development Directorate (Urban), which leads future planning, policy development, and compliance to promote sustainable growth and enhance community well-being. The directorate supports businesses and developers through regulatory service excellence. It oversees projects to ensure efficient resource utilisation and the delivery of tangible community benefits.

Te Āheinga - The Opportunity
- Lead a multidisciplinary team to deliver integrated infrastructure, resource consenting, and urban design outcomes.
- Act as the primary liaison with developers and key stakeholders through the Key Account Management process for significant and complex projects.
- Champion high-quality, sustainable, and people-focused urban design in all development assessments.
- Influence and contribute to infrastructure policies, design standards, District Plan rules, and development procedures.
- Foster a collaborative, high-performance culture with coaching, mentoring, and professional development for your team.
- Build strong internal and external relationships to ensure seamless delivery and a solution-focused approach to urban development.
He kōrero mōhou - About You
- Tertiary qualification in Engineering, Resource Management, Law, or a related field.
- 10+ years’ experience in resource management planning, urban development, or engineering within local government or medium-large consultancies.
- In-depth knowledge of relevant legislation, engineering codes of practice, and Te Tiriti o Waitangi principles.
- Strong stakeholder engagement skills, including collaboration with iwi/Māori, developers, government agencies, and the community.
- Demonstrated success in leading multidisciplinary teams and fostering a high-performance culture.
- Skilled in customer service and key account management within regulatory contexts.
- Collaborative, strategic thinker with a passion for shaping liveable, sustainable urban environments.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.
The annual salary package for this role is between $141,800-$166,800 (including KiwiSaver), with the final offer depending on your skills and experience.
