As Manager Change Enablement, you’ll lead the delivery of change across large-scale digital transformation programmes. You’ll embed Agile principles, uplift change capability, and ensure faster and more effective benefit realisation across the organisation.
Key Responsibilities
- Lead a team of change practitioners aligned to domains, central functions, and strategic programmes.
- Design and embed holistic change strategies across Digital.
- Influence the Digital Leadership Team to mature Agile operating models.
- Monitor cumulative change impacts and guide timing of initiatives.
- Build capability in benefits planning and stakeholder engagement.
- Maintain a portfolio-wide view of change-related risks.
- Champion Te Ara Kotahi – our Māori Strategy – and uphold Te Tiriti o Waitangi.

What You’ll Bring
- Deep experience in transformational change and Agile/Lean practices
- Proven leadership of change teams and capability development
- Strategic thinking and whole-of-system perspective
- Strong stakeholder engagement and change adoption expertise
- Change management certification (e.g., Prosci, CMI, ACMP) preferred
- Commitment to Te Ao Māori and public sector values
Qualifications
- A tertiary qualification is required, ideally in change or programme management, human resources, psychology, marketing, business management, or in a related discipline
- Ideally, change management certification or designation (e.g, CMI, ACMP, APMG or Prosci certification)
You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or a willingness to gain an appreciation of Te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public service.

The Manager Change Enablement is responsible for driving the successful delivery of change across large-scale programmes and digital transformation initiatives, maturing our change capability, processes, with Agile at its core. As part of the Digital Delivery team, this role will use its influence, guidance and leadership to ensure Agile principles are embedded successfully across Digital, and NZTA.
This role works with our Digital Leadership Team (DLT), to embed and foster our Agile operating model, with a focus on driving faster and more effective delivery of value to our customers and better change adoption outcomes.
The Manager Change Enablement leads a team of Change practitioners aligned to domains, central functions, and strategic programmes and projects, who underpin successful delivery and adoption of digital initiatives for a faster or more effective realisation of benefits and outcomes. This team also maintains an overview of change impacts from Digital and across NZTA to advise the DLT on managing the cumulative effects of change on people and stakeholders.
