About the Team | Mō te tīma
The IST Digital Solutions team sits within the wider Information Systems & Technology (IST) function and plays a crucial role in supporting the business of Parliament. We deliver, enhance, and maintain the digital applications and services that enable effective support for Members of Parliament and the public.
We partner closely with teams across Parliament and the Office of the Clerk to ensure digital initiatives are user-focused, aligned with strategic goals, and future-ready. With a strong emphasis on collaboration, accessibility, and continuous improvement, our team champions the smart use of technology to support democracy in Aotearoa New Zealand.
About the Role | Mō te tūnga
We’re looking for a strategic and customer-focused Product Owner to lead the development and delivery of digital platforms that support Parliament’s work.
You’ll work closely with delivery and technical leads to prioritise initiatives, manage product backlogs, and represent customer needs throughout the delivery lifecycle. You’ll help turn visionary ideas into practical digital solutions, using insights and data to drive continuous improvement.
This is a hands-on, relationship-driven role where you’ll work with stakeholders across the organisation to align digital initiatives with business needs and help shape Parliament’s digital roadmap.
Key Responsibilities | Ngā haepapa matua
- Lead the planning and prioritisation of Parliament’s digital roadmap in partnership with the Digital Experience Lead
- Represent customer and stakeholder needs throughout the delivery process
- Partner with Delivery and Technical Leads to deliver high-quality digital solutions
- Support backlog refinement and take part in sprint planning and reviews
- Provide insights and reporting on roadmap progress and digital performance
- Collaborate with senior leaders to translate strategic goals into actionable product plans
- Promote accessibility and apply an ao Māori lens to your mahi
- Support digital engagement initiatives that improve participation and user experience
- Contribute to the development of Parliament’s website and online services
What You Will Bring | Tō kete
Product & Digital Expertise
- Strong understanding of product ownership or digital product management
- Familiarity with digital technologies, user experience, and content management systems
- Strategic mindset and ability to align product direction with business outcomes
- Experience working with SaaS platforms and external vendors
Ways of Working
- Strong planning, prioritisation, and agile delivery experience
- Ability to lead cross-functional teams and manage competing priorities
- Change management experience and the ability to translate technical language into plain English
Collaboration & Communication
- Excellent stakeholder engagement and relationship-building skills
- Experience working across complex organisations and with senior leaders
- Empathy, political acumen, and a proactive, solutions-focused approach
Desirable
- Experience in the public sector or parliamentary environment
- Familiarity with tools like Umbraco, SharePoint, HTML/CSS, or Google Analytics
- Experience with procurement or contract management

This is a full-time permanent role. The salary range for this position is $114,126 – $126,005 per annum, with tenure progression available based on performance and experience.
